White Powdery Substance Under Carpet

As a hand tufted rug owner you may notice a strange white powder or residue on the floor or padding when lifting up a corner of the rug.

I vacuum my carpet about once a week and its been coming up continously over this time. I think it might be my chair rolling around on the carpet since it s only bad where my chair is but i also use it for. Our washing machine over flowed and got the carpet wet in 2 bedrooms and half way down the hall.
